EU Representation for Clothing and Apparel
Clothing and textile products must be safe for everyday use andfree from hazards such as chemical exposure, flammability risks, choking hazards, and strangulation hazards. Under the General Product Safety Regulation (EU) 2023/988 (GPSR), manufacturers must ensure that their clothing meets essential safety and labeling requirements before they are sold to EU consumers.
EARP acts as your EU Authorized Representative (AR) and Responsible Person (RP), ensuring clothing and textile products meet the regulatory representation requirements for entry into the EU market.
Why Clothing and Apparel Require EU Representation
Safety Goes Beyond Design
Clothing, apparel and various textile products are closely monitored by EU authorities because they are used daily by a wide range of consumers, including children, and often appear in Safety Gate notifications due to chemical non-compliance, choking hazards, poorly designed cords, or flammability problems.
Manufacturers must ensure correct labeling (including fiber composition and traceability information), verify material safety, and provide appropriate warnings for drawstrings, cords, and accessories.
A designated EU-based RP is required for manufacturers based outside the EU to support market surveillance authorities, provide documentation when requested, and help ensure that clothing and textile products entering the market meet basic safety expectations.

Non-compliance can turn clothing into safety risks
Many clothing recalls published in the EU Safety Gate highlight hazards directly linked to poor design, missing warnings, or incomplete testing. Poorly designed clothing can introduce risks such as strangulation, choking, suffocation, or chemical exposure. Frequent safety issues relate to:
Drawstrings and Cords
Drawstrings or cords on children’s clothing can cause strangulation or entrapment hazards, particularly when they become caught on playground equipment or vehicles.
Small Decorative Parts
Buttons, beads, and decorative attachments can detach from garments and create choking hazards for young children.
Flammable Fabrics
Flammable materials used in garments such as nightwear may increase burn risk if flammability testing and labeling requirements are not properly addressed.
Excessive Chemical Content
Textiles may contain restricted substances such as azo dyes, formaldehyde, or heavy metals that can cause skin irritation or long-term chemical exposure
Incorrect Fiber Labeling
Missing or inaccurate fiber composition labeling can mislead consumers and violates requirements under the EU Textile Regulation.
Electrically Heated Clothing
Heated jackets or wearable heating products may pose burn, overheating, or electrical shock risks if electrical components are poorly designed or inadequately tested.
These safety issues often arise from incomplete technical documentation, insufficient risk assessments, or inadequate product safety verification before products are placed on the EU market.
