What the GPSR expects for pet products
Prepare a risk analysis and a living technical file explaining hazards, your controls, and supporting tests/standards. Reviewers look for a coherent safety story. Present contact details (postal + electronic address), a product identifier for traceability, and instructions/warnings that match real risks (e.g., hardware checks, chewing/ingestion, heat/surface temperatures). For pet products this means: hardware that stays attached under realistic loads; materials that meet REACH Annex XVII limits; instructions that tell users how to check wear, fit, and heat. If a serious risk or accident occurs, notify without undue delay via the Safety Business Gateway and update as facts change.
Common risk hotspots in pet products
Expect scrutiny on detachable hardware (buckles, bells, rings), strap/fastener strength, chemical residues in textiles, leather and rubber parts, and for electrical items, shock/overheating and battery integrity. Align your technical file and labeling to these realities and test what you actually ship, not “similar” items. Public Safety Gate alerts show patterns in choking hazards and chemical exceedances.
What are considered pet products?
This category includes all consumer products designed for use with domestic animals, whether sold in pet shops, online marketplaces, or retail chains. These items must be safe for pets and for people handling them reducing risks during feeding, cleaning, or play. Examples include:
Collars, leashes, and harnesses
Feeding bowls and automatic feeders
Pet beds, crates, and travel carriers
Animal brushes and nail clippers
Pet toys and chew accessories
Powered items like fountains or litter boxes

Do you need an EU Authorized Representative?
Yes. If you are a non-EU manufacturer selling pet products to EU consumers, you must ensure these items have an EU-based Responsible Person under GPSR Article 16(1). This rule applies equally to items sold online, in pet stores, or through fulfillment centers.
If no importer, distributor, or partner formally accepts this role, appointing an Authorized Representative is the recognized way to meet EU legal requirements.
